I literally scrolled through my entire operator list and I seriously don't have an answer.. I am usually pretty easy to take a liking to a character and don't really face dilemmas like this hah. If I like them - I like them, if I don't - I don't.

Ereshkigal from Fate/Grand Order without hesitation is the strangest case of me getting what makes her appealling, but still not hitting for me anyways to the point I literally forget about her existing as THE popular character within people in the community

Gavial. Like, normally I would like a character like her, but it's just... missing something, you know? Gavialter only exacerbated that problem for me tbh

Mostima. She's cute, has a fun personality, is really scary powerful, but I'm not sure what's missing. Hopefully the next event can help that.
