Why would you make up an original character rather than just put i.n in?

how would you have answered the question they received? genuine curiosity here because it seems like they only answered it that way in the context of the event rules and not as an attempt to define what a bottom is (for example if someone wanted to submit a fic with no penetrative sex, but other sexual acts instead).
I honestly would have stuck to a hard definition of being penetrated (hjs may not be shown penetrating, and must be shown penetrated). these definitions are pretty hard and fast in the gay community (hence sides, who give and receive pleasure but do not engage in penetrative sex) and I really don’t think it quite fits the spirit of the event to not include penetrative sex. I don’t think there’s much most people get from just lip service that hjs is a bottom.
(I am interested in seeing what people could pull off in the scenarios I listed in my notes app twt, but that’s the devil on my shoulder and probably much harder to explain logically)
