How does Elias decide who to turn into sleeper agents versus who to turn into drones?

Tldr drones if he thinks someone would do best serving him full time at the expense of losing their entire identity and consciousness, sleeper agents for people he either thinks don't deserve full conversion or for people who, for whatever reason, he only wants serving him sometimes.
